Yesterday I got a brand new Apple Watch (Series 3) but noticed an issue. When scrolling, dark (mostly grey) surfaces become black/dark violett at the edges. This just happens when the display is at low brightness.

Is this a "normal" OLED issue with newer Watches or should it be replaced?

Any way to Post a photo? It's hard to say without seeing it. But I can't say I experienced this on my Apple Watch regarding your Apple Watch display. I would at least make a Genius Appointment before you decide to make a return.
 
Short solution and story
I compared the watch to the ones in the Apple Store and requested a direct exchange. The second watch had the same issue, the third one (was swapped on the same day) as well. The fourth one was finally fine.
The guy in the Apple Store said, it is a hardware defect tat affects all watches they had in stock. He gave me an older one (the last one, it ran watchOS 4.0, the other ones were watchOS 4.1 and had loose digital crowns).
