Display Webpage in HTML Widget in iWeb

How can I set up an HTML widget that will display a webpage in iWeb?

What I am working on is a single webpage in iWeb that would basically be set up like a frameset page, a header on top with a webpage in the lower frame. I hope that I am explaining this well enough to enlist some help.

I know what you're describing - iWeb doesn't support such a layout, though.
