I have 2 separate group text that i'm apart of with DND on for both. One of them works which is not iOS device to iOS device. the other which is iOS to iOS (3 total iPhones) and I get regular notifications as I would if DND was turned off? Am I doing something wrong? Does it have anything to do with iOS to iOS and can't use DND?

I created a group of people that I allow to go through DND, perhaps you may have the same setting in there as well, like the Favorite list?

Check your Allow Calls From setting in DND.

but is allowing calls different regarding messages? why would they note it, "calls" and not calls and messages? one of the persons was on my favorites list and I had allow everyone.

Seems like this is about the Messages DND feature in particular, which is separate from and somewhat different than the general/system iOS DND functionality.

I've since removed that one person from my favorites that was on the three person group text and still get banners or notification wheather the iPhone is locked or on.
