DNS changing problem with iPhone 11 Pro

I received today my new iPhone 11 pro. When I try to change my DNS to manual on my WiFi connections it automatically gets back to Automatic.

Has this happened to anyone else ?

Yes - I have the same issue iphone 11 pro, ios 13.2, it has failed for all the public betas too.
I’ve submitted beta feedback but no response from apple and no fixes through the public betas
