Do any local stores such as Frys or RS sell the special screwdriver for the iPhone 4?

Not that I've seen. You might see if there is a local cell repair shop, they might sell one too you. Otherwise you can get from Amazon in a couple of days.

Check eBay, you can usually get them for less than a pound, or dollar if you're in the US.

I just bought a kit here http://www.ifixit.com/iPhone-Parts/iPhone-4-Liberation-Kit/IF182-019-1 since I found that the torx screwdriver people were recommended would no longer work since Apple switched to the pentalobe screw Mid-Year. Getting mine today so I can swap out the broken back cover.
