The screenshot depicts the "App Switcher," which for me personally is one of the most used features of the macOS. Traditionally, it is activated by pressing COMMAND - TAB. MacRumors has an article about it at https://www.macrumors.com/how-to/open-files-quit-hide-apps-mac-app-switcher/

In regards to it being activated by a mouse button, that should be configurable in the mouse settings. In "System Settings", look for "Mouse". If that particular mouse has its own proprietary settings utility, it may be necessary to refer it.
