im guessing they would only seed an update early if the changes affected developers in any way

Depending on how much of an impact the changes have. There were some 2.x pre-release seeds to developers, but not all developers. Only select developers got those seeds.

Ah, okay. I thought I remembered 2.1 being released early to devs but now that I think of it... that was probably because 2.1 originally featured push.
