So basically i'm going to be getting an ipad tomorrow. I was wondering though if you buy a at&t ipad at lets say best buy. Do you have to activate it with at&t there? Do you have to activate it in order to use it with itunes? Is it unlocked?

Activating 3G is an option. You can do it yourself whenever you want, straight from the iPad. iTunes will work without 3G.
 
AT&T 3G iPads are unlocked meaning they will work with any compatible carrier's sim card but all iPads are required to be activated in iTunes before first use, Best Buy and Apple will do that in store for you. With iOS 5 in the fall you won't need to do that step and will be able to setup your iPad without iTunes or a computer at all.
