Do I have to be signed up for iCloud to use Touch ID?

Hi there.
I am getting this:

I should mention I am not signed in (to iCloud, App Store and so one) - if it makes a differance.

iPhone is after full reset!

Any thoughts?

Shouldn't, but it's odd for someone to not have an iCloud/Store account authenticated for apps. Sooo possibly an odd bug.

If it needed an iCloud account, it would ask, prompt for the credentials for said account, not merely have a vague failure.

No it should still work even if you don't add icloud. I just did this over the weekend. I set up the phone, I didn't set up apple ID nor icloud and I was still able to use Touch ID.
