I bought the Verizon iPhone without a contract...

If you had to pay an Activation fee, it would have been stated in the Check-Out process of your order. It doesn't matter if you bough it on contract or not, your phone still needs to be activate.

The activation fee will be on your monthly service bill, not your purchase bill, so if I were you I would call Verizon and ask (we don't have access to your account info).
 
If you're already on Verizon and going month to month (i.e. your 2 year agreement expired) you don't pay any fee.

Since the iPhone was only available for pre-order to current Verizon customers then there is no way you were able to get it if you weren't already with them unless someone will be getting it for you. In that case yes you will have to pay a fee.

i already have a droid phone, I just got the iPhone to replace it. ARe you sure I need to pay a fee?
