Sorry may sound stupid but I'm posting from work on my iPhone 4 with no wifi with 3G not on. Does that matter or should I have 3G on when using outside of using wifi?

You don't have to. You can turn off 3G and your phone will default to edge. If there's no edge it will default to GPRS. If it can't get that signal it will default to .... something else that doesn't transmit data.

You can turn off cell data in the settings application.
 
Why did you turn off 3G?
Like said above you will be using slow Edge for data.

Because I tried by turning it off when I was using wifi to save battery life bug if it doesn't matter when I'm not using wifi should I keep it on?

When using wifi it doesn't use 3G or extra battery consumption.
But if you really low on power you can shut off 3G to make it last a little longer.
I don't bother with it since a charge lasts me a full day easy.

I could have sworn somebody already posted this tidbit in this thread?

OP, turn off 3G to save power over EDGE, but your data transfer rate may be so much slower than when on 3G that it might not matter.
