General Do ISPs block/throttle Cydia sources?

The title says it all. I have been trying to download the ayecon theme. On wifi the download speed is really slow and usually times out before it finishes. But lightning fast over cellular. This is the same when getting themes from ThemeIt. I would rather not use my data plan for big files like themes.

Do ISPs block or throttle these sources?

Don't be silly. Of course they don't. There is just a problem with the connection between your iPhone and router.
