First time jailbreaker here with a iPhone4 running 4.3.1. Motivation was 98% for limited use tethering. Only other addition is SBSettings.

I wouldn't mind adding a well designed and information rich (temp + weather and perhaps forcast) lock screen such has Sublime HD but I'm hesitant to slow my phone down.

Do all lock screen mods use Winterboard?

Is it true that Winterboard slows the phone down even if I'm not using any other theme (i.e. only lock screen)?

Any non-winterboard lock screen mods that are worth a look? I want something that is well designed and not just a bunch of info puked on the screen.

Winterboard only makes life easier for turning the theme on and off, so short answer is NO winterboard is not needed at all for anything themes or sms tones etc, the other way is using SSH method where you actually overwirte the files your want to alter

i use winterboard and it doesnt make my phone feel slow at all
