Do mac command key and pc windows key send the key code?

I understand that when I use a PC keyboard on a Mac, the windows key is the command key normally on a mac keyboard. I am wondering if the keyboards actually send the exact same key code to the computer (just the keyboard caps printings are different), or they really have different key code send to the computer but the software treats them the same. Thank you.
