If you have were as unlucky as me and found: Settings>General>Accessibility>Switch Control, I can help you turn it off. It took me about an hour to figure it out.
"Switch Control allows you to use your i[Product] by sequentially highlighting items on the screen that can be activated through an adaptive accessory."

There are options for switches, and other tweaks. I don't know what accessory a person would use with this, but it was an hour of hell haha. I tried to take screen shots, but the magic blue/purple rectangle is invisible to screen shots. Any ideas what this is for?
 
Well, seeing as it was under accessibility, I'd imagine that it's for an add-on for those with physical disabilities or eye issues.
 
This is an accessibility feature for people with serious disabilities, so that they may be able to operate the device using, for example, foot switches, or perhaps a button meant to be bitten, or perhaps another custom input device talored to their specific abilities where they would otherwise have trouble with the standard touch screen interface.

Something a developer with legitimate reasons for having the beta on the their phone would surely know ;)
