Do notifications sometimes not show on your Lock Screen (or disappear without your interaction)?

Going back many iOS interactions, my notifications sometimes don't show on my Lock Screen at all, or they do, but then on their own just go away. They'll typically be in the Notification Center at that point, but then I'm not prompted visually on the Lock Screen to know I have a notification (such as from the Reminders app or Messages).

I've posted on this before online and am always told it's user error of some sort. I know how notifications work and I know when I'm dismissing a notification. I understand the notification settings. It's been multiple iPhones and multiple iOS versions over the last number of years. Short of doing a factory reset and NOT restoring my phone from a back up (which I obviously don't want to do), I don't know what else to do, but this issue is really annoying and nullifying the usefulness of notifications for me...which I often rely on throughout my day.

Do you experience this issue?
 
This morning, before I woke up I got a Target notification on my lock screen that I have an order ready for pick up. I haven’t interacted with that notification. Now, suddenly it’s no longer on the lock screen and only appears on the notification center. Happens all the time.
 
Just to be sure, have an iPad? Shared account for Target that someone else might have cleared?

Notifications can be wonky.

You have local notifications and server based notifications. For example, I just cleared a Reminders notification on my iPhone and immediately cleared same on iPad. Third party apps can work in same manner as their back end generates the notifications, and once cleared on one device, that status is sent back to the servers and clears all other.

You also have, for example, Time Sensitive setting. Those only show on lock screen for an hour.

Appreciate the reponse. I do have an iPad, but I turn off notifications almost completely on the my iPad and use my iPhone solely as the device for notifications. I also turn off time sensitive notifications. So, neither of these are issues in my situation.
