While searching for a suitable backpack the past few months, I noticed that quite a few manufacturers advertise that their bags are big enough to carry various items including shoes. Do people really do that? I cannot imagine anybody putting dirty shoes especially those worn to public toilets inside their bag.
 
Salomon do some great sports rucksacks with a shoe/disgusting clothing section which by nature of a moveable compartment divider means you can get your minging stuff home to get into the wash. Love it. The are compartment is waterproof and can be washed out when home.
 
If you go to a gym and have special gym shoes you change into, a bag with a shoe compartment is very handy.
 
dirty shoes or not you know you need to to clean the back pack once a year too
 
No shoes allowed in the house.

Yes, we follow several Asian protocols ... including a swift death from katana if you wear shoes in the house ...

(In fact, prime me with a few beers, and I've got some tales of money, depravity, umm, activities that rival a good pulp novel :D)

i also wouldnt think anybody would put shoes directly in a bag/backpack without first putting the shoes in a plastic bag. but then i just need to remember that some people do anything.

but, if it is the type of bag that has a dedicated shoe compartment then that's a totally different story.
plenty of golfers use the shoe section of their golf bag without an intervening bag cover.
people who go to gyms also, direct into the shoe compartment in their gym bag
