The ones that the warranty covers, do they come with protective film on the screen and the back?
 
Last time I got a replacement from an Apple store it did not have any protective film on it. The cosmetic condition was excellent though, and I have no complaints.
 
They always have the film on its just if they remove it to activate.
 
To answer the "real" question:

Yes, even dirty refurbs come with protective plastic.

You give Apple a broken used phone. They give you a working, refurbished, used phone... that isn't brand new.

The big deal is? I mean, besides the 3rd grade response of "because I waaaant one..." (or on this forum): "because Apple OWES me one" :p.
