When I got my replacement iPhone 4 last year it did, but I got mine in the Apple store and as soon as they activated it they took it off.

Yes. But since the front film blocks the earpiece, you need to take it off immediately unless you don't plan to use it for phone calls.

Last time I got a replacement from an Apple store it did not have any protective film on it. The cosmetic condition was excellent though, and I have no complaints.

They always have the film on its just if they remove it to activate.

To answer the "real" question:

Yes, even dirty refurbs come with protective plastic.

You give Apple a broken used phone. They give you a working, refurbished, used phone... that isn't brand new.

The big deal is? I mean, besides the 3rd grade response of "because I waaaant one..." (or on this forum): "because Apple OWES me one" .
