Do Sprint iPhones work on Verizon?

I just switched from Sprint's 4S to Verizon's 5. I'd like to give my mother the 4S and share my data with her, adding an additional line for $40/mo. My question: can I transfer my phone from Sprint to Verizon?

CDMA networks use an internal SIM, which must be programmed by the carrier. Sprint and Verizon do not accept other carriers' phones.
