Do the amount of open apps affect 3G speeds?

I was experiencing some very slow data speeds when testing with Speedtest.net in various locations. I had open at least 20-25 applications. At one of the location I was at I went through each application and closed then all down. I then opened speedtest and ran the test and my download speeds went from 200kbps to 1000kbps.

Think it was a fluke or is the network speed hampered by applications taking up too much memory?

The apps aren't 'running', for starters. Some might be doing something but they have a 10 minute limit.

Finally, I have 100* apps in my multitasking bar. Makes no difference with none in it.

*100, or 25 bar-fulls.

Doubt it will have anything to do with 3G speeds.
