Do you need an iPhone for Apple watch now?

with the cellular connectivity do you need an iPhone to pair it with? Can you use it with an android phone since it has its own cell network/notifications etc...

Yes, you need an iPhone to do the pairing. Also, during setup, the watch “clones” the iPhone’s number, so the watch and the phone have the same phone number.
