I always have location turned off on my iPhone.

If I leave my phone at home, and go for a run with my watch (series 2) will it track the run via GPS even though the setting is off in my iPhone ?
 
No. You have to turn it on on iPhone. When you turn on:
  • Without iPhone : GPS on the watch
  • With iPhone : GPS on the phone

So if I turn it off on the phone than the watch won't use GPS when I run without the phone ?
That is so stupid, should be seperate settings

it's set like this for automatic switching. If you set it on the watch, in case there's a setting - and there may be, you don't have iPhone to fall back to when watch battery running low.
If you run without a phone, what's a difference to set it on on "the phone" which is sit still at your home?
