I think last year OTA's didn't come until the 3rd beta... but OTA was a new feature at the time and OTA itself was being tested.
 
It was a mix with iOS 5 betas but... it was the first time they used the OTA deltas. The final release required a restore via iTunes so don't get your hopes up this time around. And iOS 5 beta wasn't a "once the deltas start they go from here" it was more like beta 2 or 3 was a delta then the one after required an iTunes restore, then another delta as 5 or 6 then the one after required an iTunes restore.

At least that's how I remember it.
 
I bet some will be but not all.
And I doubt that the next one will be because they're going to want to patch the loophole that let non-developer devices install the first beta.
