Dock and Menubar On External Monitor?

I have a macbook and I have it hooked up via VGA adapter and I was wondering if there is anyway where I could have my dock and menu bar both on my macbook and my external monitor?

Yes,

Go to the display setup in System preferences. Click on the arrangements tab to get up the diagram of the two screens then drag the task bar from one display to the other.

But I want it on both. Also what about the dock?

oh sorry, misread your post. No, you can't have it on both.

You can't have it on both. The dock and menu bar will only appear on one screen, whichever one you make the primary. Drag the menu bar to the screen you want it on, and the dock will follow.
