Dock icons gone after 10.10.5 upgrade

After upgrading several MacBooks from 10.6.8 to 10.10.5 via the App Store, on half of the systems the dock icons are all gone except for Finder and the Trash. I am unable to add any icons back, as if the Dock is locked. This only affects the non-Admin account, the Admin dock is unaffected.
