I have a user here at work who has dock icons that won't bounce. She uses a lot of database applications that really need to be fullscreen and she needs Thunderbird to get her attention. Dock animation is enabled in Thunderbird but it won't bounce at all.

I also tried other applcations and they won't bounce either. Would removing the dock preference file be safe and/or a solution to this?

In the System Preferences Dock Preference Pane, make sure that 'Animate opening applications' is checked.
It was the first thing I looked at to make sure. It already was checked. Now she just has to get e-mail...
