Does 10.11.1 beta mean there won't be GM 2?

I have touched upon this in another thread, but I wanted to start a healthy discussion on this topic.
Does everybody agree that the 10.11.1 public beta just about confirms there won't be another pre-release GM (a different public release build notwithstanding, as seen with iOS 9)? If the beta testers are being served 10.11.1, it means that beta testing of 10.11.0 is over. Actually, there's no easy way to go from 10.11.1 beta to a newer build of 10.11.0 as it's technically a lower version.

10.11.1 and 10.11.0 will be independent builds at this point. In other words, any stopper bugs found in 10.11.0 will be fixed in the 10.11.1 gate first then patched in 10.11.0 if they pass the litmus test. Given 10.11 GM appears built on 8/26 then the closer we get to 9/30 then the lesser the chances that there will be any update before then. But there will be an update on 9/30 for sure.
