Does 2018 13-inch i7 run cool enough for lap use?

For usage like heavy browsing (in Safari mostly), Skype, YouTube, MS Office, etc., does the 2018 13-inch run cool enough for extended use on lap? For example my current 2016 15-inch i7 runs totally cool with this use.
