I searched for this and couldn't find it.

A lot of people talk about swapping the hard drive out of their MB. If this is done, one has to install OS X on the new drive, right? My question is, is the backup boot CD that comes with the MB able to do this? Or would one have to shell out an extra $100 for a new copy of Tiger?

You're OK to use the original copy. The license is for one copy of the OS to be in use, and, if you replace the HD and don't use the other one elsewhere as an OS X drive, you'll be fine.
