It sometimes happens when changing volume, opening safari or scrolling through the pages of applications.
 
I see this too sometimes, particularly with the dock. You'll see it if you dock your iPod and use the remote to change the volume level, which is why it's included I think.

That too, but because it runs the same os of the iphone with out the phone application. This is in both of them. On the iPhone when you use the volume control on the side of the phone it comes up.
