When you say "Panther Install Disc" do you mean a retail 10.3 install disc, or the 'System Restore' disc that came with the Mac? If the System Restore disc, just put it in while in OS X, and the installer will give you an option to reinstall classic.
If it's a 10.3 retail disc, then obviously it doesn't have this. If it's a retail 10.3, then your options depend on which model of PowerBook G4 it is. If it's an Aluminum G4, you HAVE to use a restore disc to reinstall it. (Called "reinstalling the Classic environment".) If it's a Titanium G4, you have the option of using a conventional OS 9.2 install CD.
Either way, neither disc is legal to 'share'; but you may be able to take the computer to an Apple Store and have them reinstall it for you. (The computer does have a valid license for it, after all.)
