does anyone have an idea or rumor why TV+ does not block anonymous VPNs? All other content providers block VPNs

TV+ is absolutely the only content provider where you can access via anonymous VPN (crypto payment). Does anyone have an idea why this is so? This is totally against the industry trend of content providers

Probably because - as far as I know - Apple owns the rights to all the content and releases all content in all countries.
