Does Anyone Have The IOS 8.4 Download File?

Hey Guys, Does anyone have a link to download 8.4? I need to downgrade from 9 because I can't deal with all the bugs and crashing right now and being that I'm using it on my primary phone its made my life a living hell in the last week. Its not Apples fault, no ones really, its just my Apps haven't caught up to this version yet. Apple wont let me download it unless I complete an application for the Apple Developer Program membership.

A potentially even simpler way would be to just put the phone into recovery mode and let iTunes do all the work (download and install the latest publicly available iOS version essentially).
