...like the "Start up or wake" feature in Mac OS. (System Preferences - > Energy Saver -> Schedule). Those Mac OS settings don't seem to carry over when booted into Windows.

I'm on a Mac Mini Intel 2018...and Windows 10...

When you boot up to Windows via Bootcamp, you are basically running a Windows machine and not a Mac. Both OS'es are completely separate/independent from each other and do not cary over settings from one to another.

If you want to schedule wake up while in Windows you have to do it in the Windows OS.

Hi yes I understand all that. That link you posted is about wake up, not boot up if turned off. On a PC, it's usually done in BIOS or UEFI (i.e. https://www.gearbest.com/blog/how-to/how-to-automatically-turn-on-the-computer-on-a-schedule-3794) ...but I have no idea how to get to those kind of settings on a Mac.
