Does anyone know if Premiere Elements can do true slow motion?

Premiere Elements recognizes my files as being 240fps. I can time stretch it to 12.5% for example and it looks right. But the online adobe manual says that it will create frames to do slow motion..but since I do not need to create frames, will it still do that and throw out original frames?
