Does Apple sell refurbished iPhone 4/4S ?

I know that Apple sells refurbished iPad but do they sell refurbished iPhones ?
I was checking ilounge and came across this report where they are allowing trade ins for iPhone 4S.
Do these phones come up for sale as refurbished ?
I am planning to buy an iPhone 4S and would like to know about this.

Likely just a third party that gives them a kickback for each bought
