iPad Does Apple ship with 6.1.3?

Hey. I am thinking of buying a iPad 4 32gb refurbished.

But I kinda need to know if apple ships 6.1.3 or not, because I want to jailbreak.

So dies anyone happen to know this? Or did anyone bought an iPad resently?

I am from Germany btw.

I bought a refurb mini a few weeks ago and it shipped with 6.1.3.
