Sometimes it seems or feels like it.

Maybe it is just me.

Is it because all mobile devices use Wifi for high speed internet?

Things can get congested at times, sometimes on the local end with the network you are using and what's going on it at the time, sometimes on the remote end and perhaps Apple's servers, and sometimes in-between (or some combination of some or all of those).
