Does AppleCare+ with Thief anad Loss cover you if you ship a phone via FedEx or UPS and it gets lost or goes missing during shipping?(and you did NOT declare the phone's value on the airbill)

AppleCare+ with Theft and Loss only applies when it’s lost AND the find my iPhone is still activated on the device and the device is marked as lost within that system. So if it’s in transit and it’s not activated then it wouldn’t be a valid claim
does that mean if the phone is turned off(or in full airplane mode with wifi off, like at an airport) and gets stolen/lost, the coverage won't apply? or in areas with no cell or wifi signal of any kind... like how it was when I in Upstate New York last year and had no internet for almost 2 weeks... even the houses around me had no internet service of any kind.
You must have your iCloud account logged in and active on the handset, and have 'Find My...' enabled for the coverage to be active (its in the small print). You need to be able to set it into lost mode etc and show it listed in your 'list of devices' on iCloud.
If the phone is lost with a courier then its down to you since you should have had the coverage to insure the item against loss or damage with the courier themselves, plus Im assuming the handset wouldn't have your iCloud account active if you were sending it somewhere......
If its a prepaid label from Apple, then the company who issues the label takes liability, since it was their chosen courier, not yours.
Its good Apple has done this - it needs to be a genuine theft or loss (police report required with theft) to be covered. It stops those from saying they lost the phone when they haven't. It needs to be placed into blocked mode before Apple will issue any replacements, and Apple will also block the IMEI on their database also, so that it cant be activated in future.
You cannot even complete the form to arrange an Apple battery replacement without first turning off "Find My" during the process.

An alternative is to self-insure. Stick $219 ($70+$149)–or up to the full value of a replacement phone, even–in a savings account. Use the money if you lose your phone. If you don't lose your phone during its lifespan, you can roll over the money plus whatever earnings have been accumulated to self-insure a new phone or put the funds towards the purchase of a new phone.

The "Find My must be on" thing makes me think that it was a way for Apple to weasel out of legitimate claims. I'm not sure how that will work if I'm in areas with no cellular coverage.(rural areas in NY, MI and VA, for example) Will they just say "we can't locate your phone in My Find... claim denied!" I have no problem with filing police reports... I have a habit of reporting everything to the police anyway.(porch pirates, lost key in the parking lot, or even when my stupid former neighbor stole my newspaper)

Are they the same as those refurbished iPhones that Apple sell on their website? Or is it from a different batch of warranty replacement phone?
Find My must be on just means it has to be enabled on the device. If it's simply not working temporarily due to lack of internet connection, it's still covered.
