Hi. Due to my DVD player not playing my DVDs properly i have decided to rip my DVDs as Video_TS onto an external hard drive. I am currently using my laptop and Front Row to view them but i was looking to buy an AppleTV.

My question is, am i able to plug an external hard drive, which contains Video_TS folders, into an AppleTV and select/watch them in a similar way to Front Row?

Thanks

No. Apple TV doesn't do MPEG2 (for video) or Dolby Digital/DTS for audio, though that could be passed to a receiver, but obviously without video it's utterly pointless.

If you are of a mind to do so, then you are free to rip your DVDs into formats that Apple TV can play.
