Does Bestbuy or Radioshack let you buy the AT&T iPhone 6 at the No Contract Price?

Do I need to sign a contract if I want to pay full price for an iPhone 6 at best buy or radioshack?

Went to BB the other day to try and do this, the guy kept trying to explain how an ATT next plan would make the phone cheaper. Eventually he told me they aren't able to sell it without a plan.

I've also read a bunch of accounts of people on here being able to get one without a contract but it being $50 over retail.
