Does Bing Cash back works with upgrades?

I have iphone 2g with att contract. My contract will end soon, and I'm eligible to upgrade now. So my question is, does my situation applies to Bing cash back? Or can I just cancel the contract once it ends, and start a new contract through Bing? Also, if I ordered now, I wouldn't get the phone after the 19th right? I heard they ran out of pre-order stocks.
