I'm using Mojave on my 2017 MacBook base model. Performance is fine.

If I upgraded to Catalina, would it make it slower?
 
On one computer I went from High Sierra to Catalina. On another Mojave to Catalina. Didn't notice a difference on either. Although I did clean installs.

I might upgrade then. Would I be able to downgrade tho just Incase?
 
You'd have to clean install and restore from a backup. Not sure if a Time Machine backup from Catalina would work. You may have to perform a manual restore. So I'd make a clone backup. It also means making a boot able Mojave installer.

If you just want to try it. Install Catalina to an external SSD. If you don't like it. Just restart and unplug.
