Does Facetime use H265 in High Sierra?

If it does use H265:

Does it work for Mac to Mac and/or Mac to iDevice?

Which Macs is it supported on?
 
I don't think so. And I'm still getting a horrible frame rate compared to El Capitan. Apple moved FaceTime calls to a separate process avconferenced in Sierra and it's been really bad since then. Nothing has changed in High Sierra.
