I’ve been using the fast charger that comes with the iPhone 11 Pro but it does not seem to work well at all.

Is that because the optimized battery charging is on?

Depends. It'll go quickly from 0-50%, slow down a little bit from 50-80% and from 80%+ it does trickle charging to preserve the condition of the battery. Fast charging wears the battery quicker so from 80% and on charges much slower even with the optimized battery setting off.

Is not that fast. I’m thinking it’s because of that new battery feature

I have optimized battery charging enabled and fast charging is working fine. I definitely notice the difference between charging with the 5W vs 18W adapter. 80%-100% will always be slower than 0%-80% by design to prolong the life of the battery (not sure if this is why you think it seems slow). Staying between 20%-80% is ideal for lithium-ion batteries.
 
To get good fast charging, you need the 29W Apple adapter.

The iPhone 11 supports 25W charging.

oh ok well yeah I’m trying it past 80 that’s why. Too bad.
