I need is the ability to take an mp4 movie, split it into chapters, add some intro music/video and burn. Nothing complicated. Videos average 4gb. Does Final Cut Pro provide this?

I also need to convert video and audio formats on occasion. Is this offered as well? I apologize for these simple questions-this is the quickest way for me to find my information. Computer screens don't like me anymore since my concussion.

Thank you for any input that is provided.

PS. I will also gladly accept any suggestions. I have been suffering with Windows for a while and would like to get back to a Mac as long as I can accomplish my tasks.
 
Apple: "In Final Cut Pro 10.8 and Compressor 4.8 or later on Mac, you can't burn a video directly to DVD or Blu-ray disc. To burn a disc, share or transcode the video to Apple ProRes 422, then use a third-party disc burning app."

I remember using Roxio Toast back some years ago as a very reliable way to burn dvds (and also cds) in all possible formats. For video dvds it also allowed to create menus etc. Not sure what the latest versions can do, but it's definitely still around:
 
I’ve used Burn in the distant past, it’s free OSS so it’s worth a try before forking out cash.
Handbrake is good as well.
if you need things like menus, etc., not sure if they do that.
