Does Gatekeeper blocks terminals installation??

Does anyone know if Gatekeeper feature blocks the installation done by terminal also?

If an app is signed, it shouldn't matter if gatekeeper is enabled or not. But gatekeeper will block unsigned apps.

Then again, if you're messing with terminal, you probably have sudo, so does it really matter if you have gatekeeper or not?
