Does Google + app notify you?

On multiple Android devices, I seem to have a problem with the Google + app not notifying me unless I open the app and tap on the bell icon. Either that or it notifies me extremely late. I always get notified by email when I get a Google + message, but rather the app be reliable too.

Does anyone experience this?

BTW ... this seemed to be a problem on iOS too.

I don't have an issue with Google+ notifications. I see them on all my devices. I have a Galaxy S3, iPhone 5S and an iPad Mini. I don't use the email notifications. I just use notifications on my devices.
