Can't seem to find the answer by searching... Is the GPS somehow tied in to your data plan or is it independent of that (seems like it would be the latter)?

It can receive the signal from the satellite, but it needs the web (ie cell data) to download the maps. if someone releases a true GPS app for it including locally stored maps then I think it could be possible.
 
Ahh forgot about the maps. I guess it would still be useful to know your GPS longitude and latitude sometimes, even without the maps. Like if you were on a raft in the middle of the ocean.
 
Thru wifi yes or else it will be 1 cent per a kb. I would prefer a sat. phone option. As long as there is a blue sky you can call :)
 
how do you plan on getting an iPhone without a data plan?

or are you in some country that doesnt require one (which IMO is sad...)

Just don't get the iphone wet, as Applecare doesn't cover water damaage. :)
