I have a Samsung Evo 840 750GB SSD in my early 2011 17" MBP. I know High Sierra auto converts apple SSD drives to APFS, does it do the same with 3rd party drives like this?

It would appear so, at least it did for my cheap Sandisk 120GB SSD that I have in my old Mac Pro.
Yep, I upgraded the Mavericks installation on my MBP (see my sig.) and everything was APFS encrypted when it was all done. Absolutely no problems at all for me, everything is working great.
